Prohibits school districts and area vocational centers from entering into new guaranteed energy savings contracts, modifications, or amendments on or after January 1, 2021.

Reduces the guaranteed energy savings contract performance period from 20 years to 8 years from the date of final installation of energy conservation measures.

Requires performance reviews to be conducted at least once every 4 years to verify outcomes of guaranteed energy savings contracts, with reviews performed during health and life safety surveys.

Clarifies that "energy conservation measure" excludes new construction or building additions beyond existing square footage and footprint, except areas required solely for mechanical and electrical upgrades.

Repeals Article 19b (school energy conservation measures) 20 years after the effective date of this amendatory Act.
