Amends the Fire Protection District Act to require competitive bidding for any procurement involving the acquisition of improvements to real estate by a fire protection district when expenditures exceed $20,000.

Competitive bidding procedures must include at least 10 days' advance notice published in a secular English language newspaper of general circulation throughout the district.

Fire protection districts that maintain a website must also post notice of contracts exceeding $20,000 on their website.

Sealed bids must be opened at a public bid opening by a board member or district employee, with bid contents announced publicly.

Exempts certain contracts from competitive bidding requirements, including professional services, equipment maintenance with manufacturers, utility services, emergency expenditures approved by 3/4 board vote, and purchases through joint governmental purchasing programs.
