Transfers child care facility licensing authority from the Department of Children and Family Services (DCFS) to the Department of Human Services (DHS), covering child care institutions, maternity centers, child welfare agencies, day care centers, day care agencies, and group homes.

Requires all persons examining child care facilities to pass an examination demonstrating familiarity with the Act and appropriate departmental standards and regulations.

Establishes license validity periods: 4 years for most facilities, 3 years for day care centers, day care homes, and group day care homes; allows one 6-month permit for newly established facilities and emergency permits up to 90 days for facilities accepting children from temporarily closed facilities due to natural disasters.

Authorizes DHS to conduct unannounced inspections during facility operating hours to ensure compliance with the Act and regulations.

Requires DHS to monitor foster family homes at least annually and mandates annual monitoring of day care centers, day care homes, and group day care homes by a licensing representative from DHS or the recommending agency.
