Modifies educator endorsements on Educator License with Stipulations by removing the school support personnel intern endorsement and renaming special education area endorsement to specialized services endorsement.

Extends visiting international educator endorsement validity from 3 years to 5 years and removes work proficiency test requirements for career and technical educator endorsement renewals.

Requires educators trained outside Illinois to demonstrate English language proficiency either by passing the State Board's English language proficiency test or providing evidence of completing a postsecondary degree taught in English.

Changes the Alternative Educator Licensure Program requirement so teacher performance assessment must be passed by the end of the first semester of the second year of residency (instead of before entering the second residency year).
