Maintains the $100,000 threshold for supplies, services, and professional or artistic services procurements without competitive source selection.

Allows construction procurements not exceeding $100,000 to use an alternative competitive source selection process with rules established by construction agencies.

Raises the estimated basic professional services fee threshold for architectural, engineering, and land surveying contracts from $25,000 to $50,000, exempting them from certain provisions of the Qualifications Based Selection Act.
