Establishes that imposing fees on video gaming establishments and terminal operators is an exclusive power and function of the State, prohibiting home rule units from imposing such fees.

Prohibits units of local government with populations under 2,000,000 from applying any additional tax on net terminal income.

Increases the maximum fee that units of local government may impose for video gaming terminal operation from $25 to $100 per year, with an exception allowing the City of Rockford to charge up to $250 per year.

Allows units of local government that imposed fees exceeding $100 before January 1, 2020 to retain their existing fee structure but prohibits any increases beyond the new limits.

Takes effect immediately upon becoming law.
