Designates at least 4 police district offices as registration centers in municipalities with populations over 2,000,000 inhabitants, allowing sex offenders and violent offenders against youth to register at any designated center rather than one fixed location.

Changes reporting frequency for offenders without fixed residences from weekly to quarterly (every 90 days), requiring documentation of locations where the person stayed during the 90-day period.

Exempts offenders lacking fixed addresses from providing documentation of their registering address and waives all registration fees for persons without fixed addresses.

Applies these changes to both the Sex Offender Registration Act and the Murderer and Violent Offender Against Youth Registration Act.
