Amends the Cannabis Regulation and Tax Act to allow Early Approval Adult Use Dispensing Organization License holders to relocate within the same medical district upon application to the Department of Financial and Professional Regulation.

Permits relocation if the licensee is located within a unit of local government that prohibited adult use cannabis sales, or if the licensee has obtained approval from its current local government to move to another location within that government.

Requires applicants to pay a $30,000 nonrefundable license fee, demonstrate compliance with cannabis regulations, and complete one of five Social Equity Inclusion Plans by March 31, 2021.

License holders must maintain adequate medical cannabis supply for qualifying patients while serving adult use purchasers, and must prioritize medical patients in case of product shortages.

Early Approval licenses expire March 31, 2021, with renewal available for $30,000; license holders may transition to standard Adult Use Dispensing Organization licenses by March 31, 2022.
