Requires rates and reimbursements for ID/DD and MC/DD facilities licensed by the Department of Public Health to fund per-hour wage increases for non-executive front-line personnel, effective within 30 days of the act's passage.

Mandates that wages and benefits for non-executive front-line personnel at ID/DD and MC/DD facilities must equal those paid at community-based provider organizations serving individuals with developmental disabilities.

Defines "non-executive front-line personnel" to include direct support persons, aides, front-line supervisors, qualified intellectual disabilities professionals, nurses, and non-administrative support staff.

Authorizes the Department of Healthcare and Family Services to adopt emergency rules under the Illinois Administrative Procedure Act to implement the wage requirements.

Emergency rulemaking authority expires on January 1, 2026; the act takes effect immediately upon becoming law.
