Establishes minimum homemaker service rates of $23.40 per hour beginning July 1, 2020 (supporting $14 minimum wage) and $24.96 per hour beginning July 1, 2021 (supporting $15 minimum wage).

Requires rates in State fiscal year 2023 and thereafter to remain at or above the July 1, 2021 rate level.

Mandates that in-home service providers certify compliance with wage increase requirements for direct service workers.

Prohibits reduction of fringe benefits including paid time off, health insurance, training payments, travel, and transportation in relation to the rate increases.

Takes effect July 1, 2020.
