Organization licensees under the Illinois Horse Racing Act of 1975 must have a signed contract with the horsemen's association representing the largest number of owners, trainers, jockeys, or standardbred drivers at their race meeting to obtain or renew a master sports wagering license.

The contract must cover the entire term of the master sports wagering license and include conditions for conducting sports wagering, including services for backstretch workers.

Organization licensees must also hold an organization gaming license under the Illinois Gambling Act to be issued or renew a master sports wagering license.

The Board shall actively seek racial, ethnic, and geographic diversity when issuing master sports wagering licenses and encourage minority-owned, women-owned, veteran-owned businesses, and businesses owned by persons with disabilities to apply.

Effective immediately upon becoming law.
