IL SB3513

Removes the population restriction (900,000 minimum) that previously limited non-home rule counties' authority to regulate adult entertainment facilities in unincorporated areas.

Allows any non-home rule county to adopt ordinances regulating businesses involving exposure of specified anatomical areas, performance of specified sexual activities, or sexually oriented entertainment services.

Permits counties to prohibit sale, dissemination, display, exhibition, or distribution of obscene materials or conduct related to adult entertainment facilities.

Authorizes counties to enforce violations through civil actions by the State's Attorney with fines up to $1,000 per day, or through administrative adjudication if a code hearing unit exists under state law.

Effective January 1, 2021.
