IL SB3519

Prohibits youth in care from being required to store belongings in plastic bags, trash bags, paper or plastic shopping bags, or pillowcases when relocating between placements or upon discharge from Department of Children and Family Services custody.

Requires the Department of Children and Family Services and all contracted purchase of service agencies to provide appropriate baggage and storage items for youth moving through the state's child welfare system.

Defines "purchase of service agency" as any entity contracting with the Department to provide services consistent with the Children and Family Services Act.

Maintains existing provisions allowing caregivers to approve children's participation in extracurricular, enrichment, cultural, and social activities using the "reasonable and prudent parent standard" without requiring prior Department or court approval.

Protects caregivers from liability for harm to children when activities are approved under the reasonable and prudent parent standard.
