SB3521 Summary

• Amends the Evidence-Based Funding formula for Illinois public schools to allow district intervention money to be added to an organizational unit's base funding minimum under specified conditions.

• Qualifying organizational units must: (1) operate under an Independent Authority or State Board control for at least 4 school years; (2) be designated Tier 1 or Tier 2 in the prior year; (3) have approved financial planning; and (4) demonstrate sufficient progress in governance, academics, and finances.

• Requires State Board to recommend District Intervention Money amounts to the General Assembly by February 1 each year, with General Assembly approval needed within 30 days (deemed granted if no action taken).

• Once General Assembly approves District Intervention Money for a qualifying unit, the funds are added to the unit's Base Funding Minimum each subsequent school year.

• Takes effect immediately upon becoming law.
