Expands the definition of "person with a disability" in the Election Code to include individuals with intellectual or developmental disabilities, in addition to physical disabilities.

Increases the public notice period from 60 days to 75 days before general and consolidated elections for information about voting registration and aids, ballot marking assistance, mail-in voting, and early voting procedures, with notices targeted at elderly voters and voters with disabilities.

Makes conforming changes throughout the Election Code to replace references to "physical disability" with the broader term "disability" across multiple sections governing voter registration, ballot assistance, and voting accommodations.

Applies the expanded disability definition and terminology changes to provisions governing registration cards, polling place accessibility, ballot assistance procedures, and voting device accessibility requirements.
