Beginning in State Fiscal Year 2021 and each year thereafter, the Department of Children and Family Services shall implement a standardized rate reimbursement methodology outlined in Illinois Administrative Code 89 Ill. Adm. Code 356.50(f) when calculating payment rates for private agencies providing child welfare services.

Payment rates must include an annual adjustment equal to the increase in general inflation as measured by the Consumer Price Index (specifically the index for all items less medical care in Midwest urban areas, not seasonally adjusted).

The rate methodology applies to residential services, specialized foster care, traditional foster care, Intact Family Services, and Teen Parenting Services provided by contracted private agencies.

Payment rates are subject to appropriations by the General Assembly.

The Act takes effect immediately upon becoming law.
