• Amends the Liquor Control Act of 1934 to permit brewers, class 1 brewers, and class 2 brewers to sell mead for on-premises or off-premises consumption at their licensed premises.

• Authorizes distributor licensees to sell mead to brewers and their variants that sell beer, cider, or mead to non-licensees at their breweries.

• Expands the self-distribution exemption for wine manufacturers to allow the sale of cider, mead, or both to brewers and their variants that sell beer, cider, mead, or combinations thereof to non-licensees at their breweries.

• Makes conforming changes to licensing provisions in Sections 3-12, 5-1, and 6-4 of the Illinois Liquor Control Act to reference mead alongside beer and cider in various contexts.

• Takes effect immediately upon becoming law.
