• Amends Section 3-5 of the Criminal Code of 2012 to extend the statute of limitations for theft by deception crimes targeting vulnerable victims.

• Adds this offense to the list of crimes in subsection (a-5) that have extended 7-year limitation periods, alongside identity theft, financial exploitation of elderly persons, and theft exceeding $100,000.
