Establishes a Mahomet Aquifer Council composed of 9 public members appointed by the Governor: 3 representing a nonprofit consortium for Mahomet Aquifer sustainability, 5 representing local government bodies over the aquifer, and 1 from the University of Illinois Prairie Research Institute.

Council chairperson serves a 1-year term selected by majority vote, while regular council members serve 3-year terms.

Council shall review and evaluate state laws, regulations, and procedures affecting the Mahomet Aquifer and recommend actions to protect its long-term quality and address contamination threats.

Members receive reimbursement for ordinary and necessary expenses incurred in performing duties, limited to expenses associated with no more than 4 meetings per calendar year.

The designated state agency shall provide the Council with reasonable supporting services necessary to perform its duties.
