Amends the Illinois Vehicle Code to authorize titling of materially altered vehicles created by combining essential parts from two or more antique vehicles, provided the vehicle is primarily intended for use in parades.

Applicants must disclose the vehicle's name and address, a description of the vehicle and source antique vehicles, acquisition date and source entity, dissolution date if applicable, and a statement that the vehicle is primarily intended for parade use.

Secretary of State shall issue a certificate of title without bond once satisfied with the application's veracity, and may issue the title in the name of an existing not-for-profit veterans organization if the original titled veterans organization was involuntarily dissolved.

Vehicles titled under this section may only be operated on highways, streets, or roads incidentally to their primary intended parade use.

Effective immediately upon becoming law.
