IL SB3541

Requires the Department of Healthcare and Family Services to reimburse crisis intervention services, crisis stabilization services, and mobile crisis response services delivered via telehealth at approved on-site and off-site locations listed in the Department's Community-Based Behavioral Services Provider Handbook (October 19, 2018).

Authorizes reimbursement for telehealth behavioral health services provided by psychiatrists, clinical psychologists, clinical social workers, advanced practice registered nurses in psychiatric nursing, and other Illinois-licensed mental health professionals.

Establishes that the Department must create rules for reimbursement criteria including facility and equipment requirements, but prohibits requiring a licensed health care professional to be physically present in the same room as the patient for the entire telehealth service.

Requires the Department to reimburse any Medicaid-certified eligible facility or provider organization serving as the patient location during telehealth services, including substance abuse centers licensed by the Department of Human Services.

Takes effect immediately upon becoming law.
