Amends the Illinois Vehicle Code to create a new category of aggravated DUI when a person commits DUI in a school zone and causes a fatal accident involving a motor vehicle, snowmobile, all-terrain vehicle, or watercraft

Establishes that the DUI violation must be a proximate cause of the death for the enhanced penalty to apply

Classifies this offense as a Class 1 felony, elevated from the standard Class 2 felony for DUI resulting in death outside a school zone

Mandates a prison sentence of not less than 4 years and not more than 20 years for conviction under this provision
