IL SB3557

Amends the Illinois Torture Inquiry and Relief Commission Act to change the composition of the 8-member commission.

Replaces the requirement for 3 members from the general public (non-attorneys, non-judicial branch employees) with 3 members from a law enforcement organization representing law enforcement officers in a county with more than 3,000,000 inhabitants.

Maintains other commission positions: 1 retired Circuit Court Judge (serving as Chair), 1 former prosecuting attorney, 1 law school professor, 1 criminal defense law practitioner, and 1 former public defender.

Authorizes the Governor to appoint alternate commission members to serve during scheduling conflicts, conflicts of interest, disability, or other disqualifications in particular cases.

Requires the Governor to make good faith efforts to appoint members with diverse perspectives on the justice system and to consider geographical location, gender, and racial diversity in appointments.
