Expands county board authority to regulate and eradicate not just Dutch elm disease, but all diseased, damaged, dead, or insect-infested trees, including those affected by Emerald Ash Borer, Asian Longhorn Beetle, Gypsy Moth, or other parasitic organisms

Authorizes county boards to declare it a nuisance to keep or maintain hazardous trees that present a risk of falling onto public ways, public property, utility easements, or watercourses

Permits counties to remove nuisance trees when property owners fail to act after receiving notice, and to place a lien on the property for removal costs

Regulations apply only to unincorporated areas outside municipal boundaries

Prohibits the use of poisonous sprays in any tree control regulations
