• Amends the Freedom of Information Act (5 ILCS 140/7) to add exemption for records requested by persons committed to county jails if those materials are available through an administrative request to the county jail medical department or medical services provider.

• Extends existing exemptions for Department of Corrections and Department of Human Services inmates to also cover county jail inmates, including records available in facility libraries, staff personnel files, and materials accessible through administrative medical requests.

• Protects victim information from disclosure to incarcerated persons in county jails, including home addresses, phone numbers, work/school locations, and social security numbers.

• Exempts law enforcement records of other persons requested by county jail inmates, including arrest records, booking records, mug shots, and crime scene photographs unless relevant to the inmate's case.

• Protects against disclosure of records that could result in risk of harm to any person or risk of escape from county jails or correctional facilities.
