• Amends the Illinois Public Labor Relations Act to modify definitions of "confidential employee," "managerial employee," and "supervisor" to be based on actual job duties rather than written job descriptions and applies these definitions to all public employees.

• Restricts collective bargaining agreements between executive branch constitutional officers and labor organizations to terminate no more than 12 months after the terms of office begin (changed from June 30th of that year).

• Prohibits salary, wage, or benefit increases under such agreements starting on or after the first day of constitutional officers' terms except those necessary to maintain status quo and bargain in good faith.

• Expands unit clarification petition requirements by specifying eight circumstances when such petitions may be filed, including substantial job duty changes, inadvertent exclusions, newly created positions, and statutory law changes.

• Requires the Board to describe bargaining units in functional terms rather than job titles and allows units to include successor positions that perform the same or substantially similar functions.
