Creates the Judicial Quality Act to establish an ongoing education and training program for judges and court personnel on domestic violence, child abuse, racial bias in sentencing, cultural competency, and trauma's impact on youth brain development.

Requires the Administrative Office of the Illinois Courts to develop and implement the program subject to appropriation.

Mandates quarterly training sessions using evidence-based and peer-reviewed research best practices.

Aims to improve courts' ability to recognize and respond to impacts of child abuse, domestic violence, racial bias in sentencing, and trauma on all victims, particularly youth.

Requires public documentation of training completion to be recorded with the Administrative Office of the Illinois Courts.
