Amends the Pharmacy Practice Act to allow licensed pharmacists to dispense birth control according to written, standardized procedures developed by the Department of Financial and Professional Regulation in consultation with the Department of Public Health and Department of Human Services.

Requires pharmacists to complete a training program approved by the Department of Human Services before dispensing birth control, including proper documentation and quality assurance procedures.

Mandates that pharmacies file procedures or protocols with the pharmacy before implementation and make them available to the Department of Financial and Professional Regulation upon request.

Defines "birth control" as hormonal contraceptive patches and self-administered oral hormonal contraceptives.
