Establishes ownership restrictions on gaming and cannabis licenses for elected officials and state employees for two years during and after their terms, with one-year divestment requirements for those holding such interests at the bill's effective date.

Requires state employees in positions involving contract awards or regulatory decisions to notify Inspector Generals before accepting outside employment within one year of leaving office, with Inspector Generals having 10 days to determine if restrictions apply.

Maintains existing prohibitions on certain high-level state officials (members, department heads, procurement officers, etc.) from accepting compensation from entities they directly dealt with during the year preceding their departure from state service.
