Modifies phase requirements so candidates must pass the State Board's teacher performance assessment at the end of the single residency year to advance toward full licensure.

Removes provisions requiring candidates to pass assessments and receive recommendations before entering a second residency year, streamlining the pathway to a Professional Educator License.

Takes effect immediately upon becoming law.
