Changes board of education member terms from 5 years to 4 years for members elected after this act's effective date in school districts with 100,000 to 500,000 inhabitants.

Board member terms now commence after both the election authority canvasses votes and proclaims results AND the member-elect takes the oath of office, rather than automatically on July 1.

Board members elected after the effective date serve until their successors are elected and qualified, replacing the previous fixed term end date.

Specifies that boards of education have all rights, powers, and duties provided for other school boards under Article 10 of the School Code.

Act takes effect immediately upon becoming law.
