Amends the Illinois Public Aid Code to add Section 5-41 concerning Community-Integrated Living Arrangements (CILA) facilities.

Residents of CILA facilities who are eligible for medical assistance benefits may keep all monthly earned income from employment or day program activities after income tax withholdings.

Prohibits the Department of Human Services from reducing a facility's individual reimbursement rate based on the resident's reported earned income.
