SB3614 - Workforce Diploma Pilot Program Act

• Creates the Workforce Diploma Pilot Program administered by the Department of Commerce and Economic Opportunity to provide performance-based payments to approved program providers for eligible students who complete high school diploma requirements.

• Establishes criteria for approved program providers including experience with adult dropout recovery services, academic assessments, career pathways coursework, employability skills development, and accreditation by recognized regional accrediting bodies.

• Authorizes Department to disburse payments to providers for student outcomes including completion of high school credits, diploma attainment, employability skills certifications, and industry-recognized credentials (tiered by training hours).

• Requires providers to maintain a minimum 50% high school graduation rate; providers falling below this standard are placed on probationary status and removed from the program after 2 consecutive years of non-compliance.

• Sunsets the Act on July 1, 2023 and becomes effective July 1, 2020.
