Amends the Medical Patient Rights Act to require covered entities under the federal Health Insurance Portability and Accountability Act (HIPAA) to obtain valid written authorization from patients before using or disclosing their protected health information for fundraising communications.

Requires covered entities to obtain valid written authorization from patients before using or disclosing their protected health information for marketing purposes.

Defines "valid authorization" as an individual's written opt-in consent, separate from treatment consent, using the patient's initials or signature.

Establishes that the intent of the General Assembly is to increase privacy protections for individuals whose protected health information is subject to fundraising or marketing uses.

Takes effect immediately upon becoming law.
