Establishes the Blue Alert Advisory Program within the Department of State Police to rapidly disseminate information when inmates escape from correctional institutions or facilities

Requires the Department to notify all persons within a 100 square mile radius of an escape through electronic communication devices, highway electronic message signs, and other necessary media

Creates an Inmate Search Task Force within 90 days of the Act's effective date, comprising representatives from 13 entities including State Police, Corrections, IDOT, Emergency Management Agency, wireless carriers, and broadcast industry associations

Establishes a Blue Alert Advisory Coordinator position to assist in developing state standards and monitor federal and private funding opportunities for the program

Mandates the Task Force meet at least twice annually and submit a report on program operations to the General Assembly and Governor by June 30 each year
