IL SB3650

Amends Section 15 of the Environmental Protection Act concerning public water supplies, plans, and specifications.

Requires owners of public water supplies to submit plans and specifications to the Agency for written approval before construction, changes, or additions to public water supply installations begin.

Requires all new public water supplies established after October 1, 1999 to demonstrate technical, financial, and managerial capacity for issuance of construction or operation permits, consistent with the federal Safe Drinking Water Act.

Mandates community water system owners and operators maintain all operation-related records, reports, and documents for a minimum of 10 years, including billing records and water purchase documents.

Requires maintained documents to be kept on or near the facility premises and made available to the Agency for inspection and copying during normal business hours.
