Requires prescribers to offer naloxone hydrochloride or FDA-approved opioid reversal drugs to patients meeting specified conditions: receiving 90+ morphine milligram equivalents of daily opioid medication, prescribed opioids with benzodiazepines concurrently, or presenting with increased overdose risk.

Mandates prescribers provide education to patients about overdose prevention and naloxone use consistent with existing standards of care.

Requires prescribers to provide overdose prevention education about naloxone to persons designated by the patient or, for minors, to the patient's parent or guardian.

Subjects prescribers who fail to comply with these requirements to administrative sanctions through their appropriate licensing board.

Specifies the law does not create private rights of action against prescribers and does not limit liability for negligent failure to diagnose or treat patients.
