IL SB3670

Amends the Illinois Human Rights Act to classify insurance discrimination based on mental health and substance use disorder coverage as a civil rights violation.

Prohibits offering group or individual accident and health insurance policies with unequal terms and conditions for treating mental, emotional, nervous, or substance use disorders compared to other medical conditions.

Applies the prohibition to coverage for both the disorder or condition itself and any history thereof.

Defines "mental, emotional, nervous, or substance use disorder or condition" by reference to subsection (g) of Section 370c.1 of the Illinois Insurance Code.

Modifies the definition of "person" in the Illinois Human Rights Act to include insurance companies as defined in the Illinois Insurance Code.
