Requires all voting members of public university governing boards appointed after January 1, 2016 to complete a minimum of 4 hours of professional development leadership training covering topics including equity, student success, ethics, sexual violence, financial oversight, and fiduciary responsibilities within 2 years of appointment and every 2 years thereafter.

Requires public universities to maintain on their websites the names of all voting board members who have successfully completed the training.

Requires all voting members of community college boards elected or appointed after the effective date to complete a minimum of 4 hours of professional development leadership training during the first, third, and fifth years of their term, covering similar topics including equity and student success.

Requires community college districts to publicly post on their websites the names of trustees who have completed training and those who have not.

Establishes enforcement mechanisms for both university and community college boards, including suspension of board members who fail to complete required training and automatic resignation if training is not completed within 45 days of suspension notice.
