Amends the Illinois Gambling Act to require the Gaming Board to reopen the license application process for authorized gambling licenses that have not been issued within 12 months after an application is submitted.

Requires the Board to follow the licensing process laid out in subsection (e-5) with all time frames tied to the last date for issuing a license rather than the effective date of the amendatory act when reopening applications.

Extends relevant timeframes for reopened license applications to ensure applicants have adequate opportunity to pursue licensing when the Board fails to issue licenses within the specified period.

Takes effect immediately upon becoming law.
