Amends the Firearm Owners Identification Card Act to allow the Director of Illinois State Police or circuit courts to grant relief from federal firearm prohibitions when the prohibition is based solely on a Criminal Code of 2012 provision that would no longer apply if relief is granted.

Allows active law enforcement officers whose cards were seized for mental health reasons to request expedited relief (30 business days) if they did not act in a threatening manner and meet specific treatment criteria, including completing treatment and obtaining a psychological fitness evaluation.

Permits applicants denied or revoked FOID cards based on developmental or intellectual disability to request relief within 60 business days if a physician or clinical psychologist certifies the disability is mild.

Allows individuals adjudicated delinquent as minors for felony-level offenses to apply for relief from firearm disabilities at least 10 years after adjudication if the court determines they should be granted relief.

Requires the State Police Director to update federal background check databases within 15 business days when relief is granted and notify the U.S. Attorney General that the disqualifying basis no longer applies.
