IL SB3691

Requires all voters to present valid photo identification to vote, defined as a U.S. or Illinois-issued ID card with the voter's name and photo, or an accredited in-state college/university/technical college student ID with proof of current enrollment.

Allows expired identification for voters 70 years old or older for any length of time, but for voters under 70 years old, identification cannot be expired more than 2 years.

Adds photo identification verification requirements throughout the Election Code, including for in-person voting, early voting, provisional ballots, and vote-by-mail applications.

Establishes that voters who fail to present valid photo identification can cast a provisional ballot, with validity determined within 7 days if the voter provides the required identification documentation.

Makes conforming changes to multiple sections of the Election Code (Sections 1-3, 17-9, 17-23, 18-5, 18A-5, 18A-15, 19-3, 19A-35, and 19A-60) to incorporate photo identification requirements into voting procedures.
