Creates the Safety in Electronic Smoking Act establishing strict regulations on the sale and distribution of electronic cigarettes in Illinois, including prohibitions on certain packaging, additives, and sales practices.

Bans sale of electronic cigarettes with export-only labeling or that don't comply with federal warnings; prohibits additives including polyethylene glycol (PEG), vitamin E acetate, and medium chain triglycerides (MCT oil); limits single transactions to 2 electronic cigarettes, 4 prepackaged cartridges, or 100 milliliters of solution.

Restricts advertising of electronic cigarettes as modified risk or smoking cessation products unless FDA-approved; prohibits marketing intended to appeal to minors using cartoons, child-friendly characters, or media known to attract persons under 21.

Requires manufacturers to provide annual reports to the Attorney General on new products, ingredients, and nicotine content; establishes joint enforcement authority for Department of Agriculture, Department of Revenue, Department of Public Health, and Illinois State Police with inspection and seizure powers.

Amends existing tobacco laws to include electronic cigarettes in prohibitions on sales to persons under 21 years of age, delivery sales restrictions, and advertising regulations; violations constitute Class 4 felonies for certain offenses; effective immediately upon enactment.
