Amends Illinois Vehicle Code Section 11-506 concerning street racing by making a technical change to remove duplicate language ("the" appears twice in subsection (b)).

Prohibits any person from engaging in street racing on Illinois streets or highways, and prohibits vehicle owners from knowingly permitting their vehicles to be used for street racing.

Establishes penalties including Class A misdemeanor for first street racing offense (minimum $250 fine) and Class 4 felony for second or subsequent offenses (minimum $500 fine), plus driver's license revocation.

Creates aggravated street racing charge as Class 4 felony (1-12 years imprisonment) when street racing causes great bodily harm, permanent disability, or disfigurement to another person and the racing was a proximate cause of the injury.

Defines street racing to include six specific vehicle behaviors: operating 2+ vehicles competitively side-by-side, comparing vehicle speeds over a course, attempting to outdistance another vehicle, preventing another vehicle from passing, racing to reach a destination first, or testing driver endurance over long distances.
