Amends the Illinois Modular Dwelling and Mobile Structure Safety Act to expand the scope of state preemption over local regulations for modular dwellings and mobile structures

Changes the home rule limitation from applying only to a single section of the Act to covering the entire Act

Exempts home rule units with a population of 1,000,000 or more (Chicago) from the state preemption, allowing such municipalities to exercise concurrent regulatory powers

Home rule units with populations under 1,000,000 remain limited in their ability to regulate modular dwellings and mobile structures beyond state standards

Local governments may still adopt construction standards for these structures if ordinances incorporate state rules and receive Department approval
