Allows State agencies and public institutions of higher education to award contracts under the small purchase threshold ($100,000) directly to Business Enterprise Program certified businesses without competitive bidding.

Changes financial disclosure requirements for bids and offers from $50,000 threshold to the small purchase threshold amount, requiring disclosure of ownership interests, potential conflicts of interest, and historical adverse actions.

Exempts public institutions of higher education from the Governmental Joint Purchasing Act requirements.

Removes the $75,000,000 annual gross sales cap definition of "business" from the Business Enterprise for Minorities, Women, and Persons with Disabilities Act.

Expands Business Enterprise Council authority to include automatic certification for businesses holding certifications from specified entities and development of a repository for non-certified vendors.
