IL SB3716

Amends the Flood Control Act of 1945 by adding Section 2.5 to waive Department of Natural Resources rules requiring U.S. Army Corps of Engineers studies for levee modification permits.

Applies the waiver only to levee and drainage districts located in counties under the Governor's disaster proclamation for flooding occurring May 3, 2019 to July 26, 2019.

Requires automatic approval of permit requests that comply with all statutory requirements, unless the U.S. Army Corps of Engineers submits a written objection or the Department of Natural Resources submits a study showing adverse impact.

Takes effect immediately upon becoming law.
