Allows currently married individuals to request a marriage certificate with gender-identifying language removed or changed (e.g., "bride"/"groom" to "spouse" or "Spouse 1"/"Spouse A") upon completion of a county clerk affidavit and identity confirmation.

Requires both parties to appear before the clerk, indicate consent, and complete an affidavit if both spouses request to change gender identifiers on their certificate; allows the change to be permanent if the county is technologically capable and parties desire it.

Specifies that requests for nongendered certificates do not permanently alter the original gender-identifying language in the clerk's records, with affidavits and issued certificates retained in permanent records.

Directs county clerks to work with the Department of Public Health to develop new certificate formats for counties that issue reproductions of original licenses instead of summary data sheets.

Prohibits nongendered certificates from including language indicating they have been amended or are not accurate records of the facts stated within them.
