Changes cache requirements for self-contained self-rescuer (SCSR) devices from a fixed minimum of 30 devices per cache to a minimum of one SCSR device for every person who will be inby the cache.

Requires cache locations to be spaced at 30-minute travel distance intervals along primary and secondary escape ways, either based on a walk study or by predetermined distances based on mine seam height (ranging from 2,200 to 5,700 feet apart depending on seam height).

Operators must submit a plan for Mining Board approval only if choosing to conduct a walk study for cache distances; removes the previous May 1, 2007 deadline for plan submission.

Removes the May 1, 2007 deadline for operators to submit rescue chamber construction and maintenance plans to the Mining Board.

Takes effect immediately upon becoming law.
