• Prohibits production and distribution of campaign materials with actual malice that contain superimposed images of candidates unless labeled "This picture is not an accurate representation of fact" in matching font size.

• Prohibits distribution of materially deceptive audio or visual media of candidates within 60 days of an election with actual malice and intent to injure reputation or deceive voters, unless disclosed as "manipulated" with specific formatting requirements.

• Allows registered voters to seek temporary restraining orders and injunctions against violating campaign materials, and permits affected candidates to sue for damages including production costs, attorney's fees, and reasonable costs.

• Exempts licensed broadcasters, publishers of regular newspapers/periodicals, news broadcasts, and satire or parody from these prohibitions.

• Requires election-related court cases involving voter registration, candidate certification, ballot measures, and election contests be placed on calendars by filing date and given precedence.
